Block foundations are very common in homes that were built in the 1960’s and older. One of the main problems with a block foundation is that it is hollow compared to a poured foundation which is solid. Because of this water can create a lot more damage.
The water typically leaks where the floor and the wall meet and at the bottom mortar joint. It is more difficult to determine if the problem is ground saturation or surface water. The reasoning is water will enter through cracks in the foundation and flow through the hollow of the block and exit through the bottom near the floor. This is why it is critical to have a qualified waterproofing inspector verses a salesman.
